Emerio provided civil engineering services on this project led in partnership by Colas Construction and Merryman and Barnes Architects. In 2016, the Portland Housing Bureau selected Portland Community Reinvestment Initiatives, Inc. (PCRI) as the developer for this affordable housing project in close proximity to transit, shopping and social services. The vacant lot was developed into one building with a “U”-shaped internal courtyard providing housing for residents who have been displaced or at risk of displacement from N/NE Portland.
